Abstract
Cet article présente une analyse de l’émergence et de la formation d’institutions supranationales fédéralisées, depuis la perspective de l’administration publique. Nous analysons d’abord trois outils conceptuels, soit le principe de souveraineté nationale, le principe de subsidiarité et la théorie de l’administration publique. Nous développons ensuite un modèle théorique articulé autour des trois outils définis précédemment, et nous le soumettons au « test de la réalité », en étudiant le cas spécifique de l’Union européenne. Finalement, nous tirons des conclusions de l’analyse de cas, et tentons d’identifier les limites et les pistes d’amélioration du modèle.
