Abstract
Este artículo examina el papel de los secretarios, interventores y tesoreros de Administración local –funcionarios de Administración local con habilitación de carácter nacional (FHN)– como garantes del Estado de derecho y de la buena administración en el ámbito municipal. Partiendo de la relación entre democracia, Estado de derecho y buen gobierno, se muestra cómo este último se traduce en buena administración a través de prácticas de transparencia, responsabilidad y eficacia, a cuya garantía en términos de integridad institucional contribuyen decisivamente los FHN con el desempeño de funciones públicas de interés general. El trabajo analiza el régimen jurídico y la configuración actual de los FHN tras la incorporación del artículo 92 bis de la LBRL y el RHFN, que regulan sus funciones en materia de fe pública, asesoramiento legal preceptivo, control económico-financiero y tesorería.
