Abstract
De nombreux géographes ont constaté qu’après la période dite de « l’aménagement consensuel du territoire », nous sommes entrés dans l’ère de « l’aménagement conflictuel ». En effet, depuis une dizaine d’années, plusieurs grands projets d’aménagement et d’infrastructure à travers le monde ont connu des conflits et des tensions, à divers degrés, qui ont eu pour effet de retarder voire d’annuler leur réalisation. Le projet de train léger sur rails d’Ottawa n’a pas fait exception. Proposé en 2001 par la Ville d’Ottawa, ce mégaprojet de transport durable fut planifié pendant des années et bloqué en 2006, laissant aux contribuables une facture élevée. Il reste que le projet a connu, après une éclipse de deux ans, un nouveau rebondissement et finit par aboutir. Cet article revient sur la saga du projet du train léger qui déchaîne les passions depuis plus d’une décennie. À travers l’étude de la couverture médiatique, il tente de saisir les origines, les enjeux et le rôle des différents acteurs impliqués dans ce conflit d’aménagement, mais aussi les facteurs qui ont concouru à l’aboutissement d’un des plus grands projets d’aménagement de l’histoire de la capitale canadienne.
