Cet article veut jeter un nouvel éclairage sur la gouvernance locale, à partir d’un questionnement sur son objet, ce qu’elle est censée orienter. La gouvernance locale vise à façonner, de manière délibérée, interactive et holistique, l’évolution du milieu local. Mais cette gouvernance délibérée peut s’épuiser dans une errance volontariste si elle ne reconnaît pas la gouvernance immanente à la mouvance territoriale, celle qui anime le fonctionnement du milieu local comme sous-système adaptatif complexe et qui se manifeste à travers la multitude des décisions stratégiques de tous les acteurs (simples citoyens tout comme élites locales). Le renforcement de la capacité de la gouvernance délibérée à maximiser son emprise sur la gouvernance immanente suppose un cadre d’analyse adapté à la complexité locale. L’article en propose un, qui met en évidence l’influence de tous les acteurs sur les différentes dimensions du milieu local et leur dynamique, à travers divers registres d’action.
