Abstract
RESUMO O trabalho discute a evolução do pensamento de Peter Evans sobre as condições teóricas em que o Estado pode atuar de forma a promover o desenvolvimento de um país. Em um primeiro momento de seu pensamento, Evans constrói o conceito de “autonomia inserida”, que é a base para a sua análise do desenvolvimento de países, focado na acumulação de capital e transformação industrial. Posteriormente, Evans reconhece a necessidade de expandir essa discussão para grupos sociais mais amplos. A abordagem utilizada pelo autor, apesar de similar, é construída sobre um corpo teórico diferente, que envolve uma nova conceituação de desenvolvimento. Nessa segunda etapa, Evans aborda a ideia de democracia deliberativa como sustentáculo do desenvolvimento, conceituando o modelo de Estado desenvolvimentista do século XXI.
