Abstract
La décentralisation française d’après 1981 n’est-elle qu’une version « française » de la restructuration des États capitalistes ou s’agit-il d’une réforme authentique liée à une modification des rapports de pouvoir entre les classes sociales ? Pour apprécier l’ampleur et la signification de cette réforme, l’auteur la resitue dans l’histoire des transformations de l’appareil d’État en France, depuis la centralisation caractéristique de la V e République jusqu’à la décentralisation avancée par la gauche. Puis il en explore les tendances et les évolutions possibles en soulignant le poids qu’auront en fin de compte les rapports de force entre les classes sociales sur l’issue de la réforme.
