L’instrumentation des politiques locales de santé au prisme des activités de transcodage : le cas du Plan local de santé de la Ville de Rennes

Abstract
À partir de l’exemple du Plan local de santé (PLS) de la ville de Rennes, cet article interroge le processus d’élaboration d’un instrument d’action publique dans le secteur des politiques locales de santé à l’aune de la notion de transcodage (Lascoumes, 1994). Nous montrons alors que le PLS est le résultat à la fois d’opérations de recyclage d’actions et de dispositifs mis en oeuvre dans le cadre d’autres politiques municipales (éducation, transports, logement, etc.), mais également d’activités d’assemblage visant à mettre en cohérence des éléments issus de politiques sectorielles hétérogènes. S’il est envisagé comme une ressource de légitimation professionnelle par les acteurs chargés de la politique locale de santé, le PLS est également analysé comme une source de contraintes spécifiques et de tensions avec les autres services municipaux.
