Abstract

La seizième ronde de négociations entre les salariés syndiqués des secteurs public et parapublic s’est déroulée sur une période de plus de 4 ans (soit de 2002 à 2006). Dans le cadre de notre article, nous entendons examiner si nous constatons un écart ou non entre le discours et l’action de la part des porte-parole du gouvernement du Québec lors de ces négociations. Les trois points de référence autour desquels nous structurons notre étude sont : le respect des échéances pour la conclusion d’un règlement sur l’équité salariale; la conclusion d’un règlement négocié dans le cadre du renouvellement des conventions collectives; et finalement la durée dans le temps du règlement salarial. Que mettent en jeu les constats qui se dégagent de notre analyse sur le plan du droit et de la science politique ?
