Abstract
Il convient de s’interroger sur la portée « anti-capitaliste » qu’on est tenté d’attribuer aux luttes sur le « cadre de vie ». Les luttes urbaines ont effectivement participé au « changement social », mais dans le cadre structurel des rapports de production capitalistes. Les luttes urbaines ont à la fois incité et aidé la bourgeoisie à renouveler les formes de son hégémonie en érigeant le « local » en point d’appui privilégié d’un processus de social-démocratisation qui n’avait pu se réaliser au niveau central. Les nouvelles couches moyennes conquièrent le « pouvoir local » en investissant les branches « décentralisées » de l’appareil d’État pour établir leur hégémonie sur les classes populaires dans des zones bien délimitées. C’est pourquoi le rôle des instances locales est devenu si essentiel. À travers la question du « pouvoir local », on assiste à la mise en place d’un nouveau mode de gestion étatique de la société civile.
