Abstract
Les dispositions de la directive 2008 de l’Union européenne ( ue ) intégrant l’aviation internationale à son système de droits d’émission de co 2 ont suscité une large protestation à l’Organisation de l’aviation civile internationale ( oaci ). La vive tension entre l’ ue et ses partenaires (notamment les pays émergents) a déstabilisé une organisation habituée au consensus. « Crise » toutefois relative : depuis lors, le débat sur les mesures de marché à l’ oaci paraît plus constructif tandis que le travail parallèle sur les standards de co 2 pour les avions a été peu affecté. Le différend fut surmonté après l’isolement de l’ ue à l’Assemblée de l’ oaci de 2013 et la suspension partielle de la directive. Basé sur des entretiens et des documents de première main 1 , cet article analyse les raisons de ce conflit, selon trois grilles théoriques, pour mettre en évidence la force du référentiel sectoriel de l’aérien.
