Abstract
Créée en 1919, l’O.N.E. est apparue comme une institution novatrice dans le domaine du marché de l’enfance. À partir de la notion d’intérêt de l’enfant, l’institution détermine une intervention préventive mais aussi contrôlante sur les familles des classes populaires. Les conditions de travail, les relations avec le corps médical, avec les associations montrent combien la surveillance de la petite enfance reste marquée par l’hygiénisme. Aujourd’hui, l’introduction de l’informatique permet de repérer les populations à haut risque sans que les travailleurs de l’O.N.E. ne mesurent nécessairement les effets de ce type de gestion.
