Cela veut-il dire que le paysage est une catégorie d'action publique admise par tous comme telle et définie de façon claire et univoque? Ce n'est pas aussi évident que cela car au delà de la déclaration de bonne volonté, se pose la question des outils et méthodes, des savoirs-faire voire des savoirs-être qu'il faut mobiliser pour atteindre un résultat probant.
