Abstract
Le quartier des Grottes est situé à Genève. Près de 75% des immeubles de ce petit quartier appartiennent à la Municipalité. Depuis plus de dix ans, il est l’objet de plans successifs de rénovation auxquels s’opposent les habitants réunis en association : l’Action populaire aux Grottes. Celle-ci est parvenue jusqu’ici à faire échec au projet de démolition/reconstruction totale du quartier en réoccupant les logements et commerces vacants. À ces actions la Ville a répondu par des expulsions manu militari qui ont eu pour effet de provoquer un large soutien dans la population à la cause de cette lutte exemplaire.
