Abstract
La prévention est entrée dans les moeurs étatiques et elle s’harmonise avec le chant technocratique de la rationalisation, de la planification, de la programmation et de la participation communautaire. À travers ce dispositif s’opère la modernisation de la société québécoise qui accentue sa capacité d’intervention sur elle-même. Ce faisant, la prévention devient un enjeu pour des acteurs sociaux en lutte autour du contrôle du système ainsi constitué. La prévention procède ainsi de la modernisation technocratique qui ouvre la voie à la construction d’un « social » où s’organise, à travers des rapports sociaux de domination, le développement. Mais, contradiction et paradoxe : ce qui se donne sous le couvert d’une modernisation, d’un progrès rendant possible un fonctionnement social plus rationnel dont les ramifications étendent désormais le champ d’action de nos sociétés, ouvre aussi la voie d’une mort sociale. En effet, parce qu’elle relève du dispositif étatico-rationnel de domestication des passions humaines et de gestion sociale, la prévention nourrit une destruction des régulations spontanées de la vie communautaire. Il apparaît ainsi qu’elle s’inscrit dans un double registre : elle contribue à l’édification d’un « social-étatique » dont le progrès dévore le social organique.
