Abstract
En réaction au néolibéralisme qui oppose croissance économique et protection sociale et s’appuie sur la dérégulation et le désengagement de l’État, le concept d’investissement social revisite la protection sociale mais en considérant les politiques sociales comme un facteur productif. Il projette ses interventions sur l’ensemble du cycle de vie en intégrant l’égalité entre les sexes et en faisant jouer les complémentarités institutionnelles transversales de stock, de flux et d’amortisseur.
