Abstract
Situant d’emblée le mouvement d’éducation permanente par rapport à deux contradictions qui le transversalisent — la crise régionale et la nature des luttes autour de l’E.P. — les auteurs resituent d’abord le mouvement législatif qui, en Belgique francophone, a institutionnalisé l’éducation permanente. Libération du temps et démocratie culturelle donnent un sens au mouvement d’E.P. qui trouve son unité à travers la mise en place d’institutions politiques nouvelles — la Communauté française — à la suite de la réforme de l’État belge (1980). Cherchant à identifier les personnages qui ont donné un sens à l’E.P., animés par la passion de l’égalité, le passage en revue des composantes des deux courants — administratif et associatif — permet de situer la direction du mouvement en repérant les ambiguïtés et les blocages (cloisonnement, pluralisme institutionnel, faible niveau d’opposition). Enfin, il s’agit de cerner les initiatives ou expérimentations qui, de près ou de loin, se situent dans la mouvance de l’E.P. Celles-ci émergent tant de l’Éducation nationale que de projets tels que « l’université de la première chance » reconvertie à la remise à niveau de chômeurs ou au mouvement de création de coopératives porteurs d’une volonté de restaurer des pratiques associatives et démocratiques.
