La crise économique est particulièrement grave au Mexique aujourd’hui. Elle s’explique sans doute par la conjoncture internationale (chute des prix du pétrole), mais aussi par un certain nombre d’orientations internes données au développement durant les dernières décennies, en particulier par le modèle du « développement stabilisateur ». L’article analyse plus précisément l’évolution des politiques d’aménagement du territoire depuis 1970, sous chacun des trois sexennats qui se sont succédé. L’auteur montre l’émergence des préoccupations pour les questions d’aménagement et les difficultés de mise en oeuvre des politiques de décentralisation économique et administrative. Il constate l’importance des grands capitaux industriels privés et publics comme force motrice du développement régional, et les contraintes qui se posent aux pouvoirs publics pour assurer une véritable maîtrise étatique de cette force en dehors des grandes branches que l’État possède. Ainsi, malgré les intentions et les efforts concrets de l’État en matière d’aménagement, le développement économique tend à se polariser autour de quelques grands centres urbains.
