Abstract
The Barcelona Declaration (November 1995) clearly expresses the primary common interests of Europe and the countries of the southern Mediterranean region. The document deals with political and security partnership; economic and financial partnership; partnership in social, cultural, and human affairs. The largest section of the Declaration is devoted to economic and financial partnership. The Barcelona Declaration reads as a significant and ambitious statement of political will. But the Euro-Mediterranean partnership project appears to have come to a standstill. The result is that the signatory countries have continued with their traditional approaches to foreign relations, these being substantially bilateral (North-South) and principally economic.The countries to the north are distracted by other geopolitical dynamics: the economic and political transition of Eastern Europe from communism to Western habits, the EU enlargement and the Balkan crisis.
