Abstract
Cet article interroge les limites de « l’européanisation sans l’Union européenne » (Irondelle, 2003) dans le secteur des avions de combat en Europe. Partant de l’observation selon laquelle les gouvernements européens divisent leurs achats entre quatre appareils (Eurofighter Typhoon, Gripen, Rafale et JSF F-35), il propose une analyse comparée des processus décisionnels nationaux. Plus spécifiquement, nous avançons l’idée que les choix en matière d’acquisition militaire s’expliquent par deux variables : la structure industrielle, c’est-à-dire l’autonomie relative du secteur de l’aérospatiale militaire, et les préférences politiques des élites stratégiques nationales. Ces deux variables issues de l’économie politique et de la théorie des relations internationales permettent de comprendre les limites de l’européanisation dans ce secteur.
