Cet article retrace les grandes transformations du système universitaire québécois en identifiant les articulations entre les politiques universitaires et les orientations politiques générales. Deux grandes périodes se distinguent. Entre 1960 et 1980, la nécessaire croissance de l’enseignement supérieur et l’obligation pour le Québec de favoriser un accès plus large aux études supérieures sont mises en avant. Depuis 1980, l’influence croissante de la lutte contre le déficit public, le nouveau management public, la montée de la société du savoir et de l’éducation et la formation tout au long de la vie sont devenus référentiels d’action. La notion d’égalité des chances a connu une extension de définition et son statut dans l’action publique est modifié. Elle prend une place centrale dans le débat autour du financement des universités et de l’augmentation des droits de scolarité.
