Le Brésil s’est doté depuis 1976 de nouveaux « Centres sociaux urbains » dont les programmes et les services visent à intégrer socialement et politiquement la main-d’oeuvre des périphéries urbaines. À mesure que diminue le contrôle politique exercé par le gouvernement, croissent les revendications sociales et la volonté de participation populaire à l’orientation des centres sociaux. Que va-t-il advenir de cette politique sociale à un moment où la crise économique et une crise de légitimité du pouvoir secouent le pays ?
