Denne rapporten sammenlikner den norske ordningen for kvalitetssikring av beslutningsunderlaget for store offentlige prosjekter, også kalt Statens prosjektmodell, med liknede ordninger i fem andre OECD-land, det vil si Danmark, Sverige, Nederland, Storbritannia og Canada (Quebec). Ordningene har mange fellestrekk – de ble alle innført etter årtusenskiftet og forankrer styringen på et høyt nivå i det politiske systemet. Det er også en rekke forskjeller, for eksempel mht. hvem som kvalitetssikrer, avgrensningen mellom fag og politikk, og hvor omfangsrike ordningene er. Studien viser at Norge og de nordiske landene har valgt ordninger som er relativt enkle, med intervensjonspunkter kun i tidligfasen og ikke under gjennomføringen, i motsetning til de andre landene. Studien er først og fremst en kartlegging, og det er for tidlig å si noe om effekten av de andre ordningene som er av nyere dato enn den norske.
