Abstract
This article retraces the sweeping transformations of the Quebecer university system by identifying the articulations between university policies and general political orientations. Two key periods distinguish themselves. Between 1960 and 1980, the focus was on the necessary growth of higher education and the obligation for Quebec to favour a broader access to higher education. Since 1980, the growing influence of the need to reduce the public deficit, public management, the rise of the knowledge society and lifelong education and training have become references of action. The definition of the notion of equal opportunities has been extended and its status in the public action has been modified. It now has a central place in the debate on the financing of universities and the increase of academic rights.
