Abstract
The article presents a comparative analysis and summarizes the international experience in creating and developing of innovative clusters and analyzes the major problems of cluster politics in Russia as compared to Canada. The author draws her conclusions on the basis of an extensive corpus of materials, including statistical bases of the Russian Federal State Statistics Service, Canadian National Statistic Agency, data from the Organization of Economic Cooperation and Development, information from official web-sites of state organs and centers for cluster initiatives, as well as legal documents
