Dans la conjoncture socio-politique qui caractérise la Communauté française de Belgique (mise en question des fondements de la sécurité sociale, diminution de l’emploi, encouragement du retour de la femme au foyer), va-t-on combler les places disponibles en crèche par l’introduction de « cas » des services sociaux (enfants de familles très pauvres, enfants battus ou « négligés »...) ? Dans cette perspective, la crèche pourra-t-elle continuer sa mission éducative et assurer son rôle auprès de l’enfant tout en considérant les parents comme responsables ? Ou bien la crèche deviendra-t-elle un lieu de dépistage, de guidance, d’observation des enfants et des familles ? Délimitant trois scénarios possibles de politique préventive à l’endroit de la petite enfance, l’article montre qu’avec l’entrée en scène des spécialistes (délégués par les centres de guidance et autres), avec les demandes de « surveillance » des enfants, la crèche risque de basculer de son rôle de prévention primaire à un rôle de prévention secondaire, centré sur le dépistage et le repérage de risques dont les effets sont l’étiquetage et la marginalisation précoce. Il reste néanmoins possible qu’à certaines conditions — financières, éducatives, culturelles — se constitue une alternative aux scénarios précédents : les crèches s’intégreraient dans un développement des services de base destinés à toute la population dans une perspective de réinsertion sociale, à l’instar de ce qui se passe en France ou en Italie.
