Les principes sur lesquels reposent les politiques de l'eau ne sont pas mis en application ou sont fondamentalement inadéquats par rapport aux problèmes que doivent résoudre les gestionnaires. Cet ouvrage a pour objectif de revenir sur chacun de ces principes, en les définissant et en étudiant leur déclinaison à plusieurs échelles en différentes régions du monde. Il s'agit de porter le débat, non pas sur le bien fondé des axes des politiques de l'eau, mais précisément sur l'intérêt et les limites des principes qui les gouvernent.
