Résumé Cet article analyse comment l’évaluation des politiques publiques peut servir les principes démocratiques consistant à rendre des comptes et à rendre compte. Il part d’une typologie des modes d’évaluation autour de trois paradigmes : l’évaluation stratégique ou « par les preuves », l’évaluation collaborative/pluraliste ou « par la délibération » et l’évaluation managériale ou « par les normes de pilotage », et montre que ces trois approches n’ont pas les mêmes capacités à rendre des comptes et à rendre compte. Se concentrant sur la première de ces deux fonctions, la reddition de comptes, il explique par des facteurs politiques la prééminence actuelle en France de l’évaluation collaborative/pluraliste, pourtant la moins apte à remplir cette fonction. Paradoxalement, l’évaluation managériale, potentiellement apte à la reddition de comptes, notamment en s’appuyant sur le cadre de la LOLF, est peu utilisée, tant par l’exécutif que par les institutions de contrôle de son action, que sont le Parlement et la Cour des comptes.
