Abstract
L’approche historique du social fait découvrir deux oppositions majeures. D’abord une opposition entre une longue phase libéraliste durant laquelle la question sociale ne fait l’objet d’aucune politique ni d’aucun travail particulier, et la phase moderne du développement parallèle des politiques sociales et du travail social sous ses diverses espèces. La seconde opposition qui s’est manifestée plus récemment est celle de l’institué contradictoire des politiques sociales et du travail social face à un élargissement de la valeur droit. L’auteur décrit plusieurs situations où cette résurgence de la valeur droit est liée à l’émergence de mouvements d’usagers, contradictoire avec les notions de clientèle ou de bénéficiaires, défendues, jusqu’à présent, par les professionnels du travail social.
