Le multiculturalisme canadien est certes apparu à une période critique de l’affirmation identitaire des minorités, mais il s’inscrit avant tout dans un devenir historique marqué par l’augmentation progressive de la diversité du pays. C’est d’abord l’éclatement du tronc institutionnel commun qui favorise l’augmentation de la diversité religieuse. C’est aussi l’immigration qui façonne cette diversité, en lui donnant un caractère résolument multiculturel, augmentant par le fait même les espaces culturels distincts. Mais ce sont surtout les interventions de l’État à l’égard de cette diversité qui enracinent le multiculturalisme dans le terreau politique canadien. Ainsi, le multiculturalisme était-il présent au Canada au début du XXe siècle ou est-il apparu soudainement dans l’espace sociopolitique canadien au tournant des années 1970? Dans un premier temps, nous nous pencherons sur la question scolaire au Manitoba, question qui a soulevé de grands débats dès 1890. Dans un second temps, nous nous intéresserons à l’éducation chez les Mennonites et à l’interaction entre l’État et les communautés de cette minorité religieuse. Cela nous permettra de constater, dans un troisième temps, comment le multiculturalisme, en tant que modèle de gestion de la diversité culturelle et religieuse, se déclinait après la Confédération et au début du XXe siècle.
