À partir de résultats de travaux de terrain réalisés en France, en Algérie et au Cameroun, cet article analyse comment des actions, des mesures et des normes visant à freiner la dégradation des terres en zones arides et semi-arides et à contrer l’étalement urbain dans des contextes de forte pression foncière génèrent des inégalités et des exclusions sociales. Pour l’étude, des méthodologies et des disciplines différenciées sont mobilisées : une évaluation économique en Algérie, un diagnostic socio-économique au Cameroun et une analyse des pratiques sociales et agricoles sous-tendant les régimes fonciers locaux en France. Les résultats présentent un ensemble de points communs du point de vue de l’histoire de la ressource foncière et montrent que les effets de ces projets et mesures s’opposent aux objectifs attendus.
