Les titres fonciers autour de Bamako : modes d’accès et impacts sur les usages

Abstract
Dans les communes environnantes de Bamako, les ressources naturelles, particulièrement les terres agricoles, sont soumises à une forte pression. Celle-ci se manifeste par une augmentation croissante du nombre de titres fonciers (TF) pendant ces dernières années. Les communes périurbaines de Bamako comptaient en décembre 2010 43 694 TF avec une superficie de 56 164 hectares, 83 ares et 59 centiares. L’augmentation significative des TF profite peu ou pas à la production agricole. Les usages de la terre étant constamment modifiés, les terres acquises par les nouveaux acquéreurs (les Bamakois) sont utilisées dans la plupart des cas comme un moyen de thésaurisation foncière pour de futurs terrains d’habitations. C’est ainsi qu’environ 70 % des TF ont vocation d’habitation. L’approvisionnement des populations bamakoises en céréales et légumes, que les paysans assuraient tant bien que mal, se détériore, anéantissant les effets bénéfiques d’une sécurisation foncière par voie d’immatriculation.
