Son tres terminos que, si bien en sus planteamientos iniciales se han concebido como elementos interdependientes o sinergicos para la consecucion de un mismo objetivo, en la pratica han estado separados, no detectandose Ios nexos de union esperados ente ellos. La interrelacion que cabe esperar de ellos es tan amplia como compleja, ya que, entre otras cosas, interviene, por un lado, un instrumento (el Rendimiento Minimo  ), por otro, un proceso (la cultura de insercion social) y, finalmente, una meta o un resultado (el desarrollo local).Esta triada de elementos adquiere su sentido, y esta a la orden del dia, en el conjunta de los Estados Miembros de la Union Europea, ya que todos seven afectados por la creciente problematica del desempleo. Aunque a primera vista podria parecer que el desempleo es una situacion coyuntural, con posibles soluciones a traves de la aplicacion de polfticas de empleo convenientemente disefiadas y consensuadas por todos los agentes economicos y sociales, preferentemente a escala nacional, lo cierto es que el problema aumenta, a pesar de los esfuerzos realizados.
