Desplazamiento forzado en Colombia. El miedo: un eje transversal del éxodo y de la lucha por la ciudadanía

Abstract
El artículo se centra en una forma particular de migración forzada en Colombia, el desplazamiento interno, y en la refl exión sobre lo que constituye una mediación central tanto en la experiencia del desarraigo como en las posibilidades de inserción y restablecimiento de esta población: el miedo. Primero, y para efectos especialmente de la comparación con otras formas migratorias en América Latina, me detengo en las diversas modalidades de éxodo forzado que confi guran lo que se ha denominado el “Desplazamiento Forzado Interno”; en segundo lugar, bajo la hipótesis de que el desplazamiento forzado es una estrategia de guerra, analizo el peso que tienen la construcción y el uso intencionado de los miedos; en el tercer punto, entendiendo que el desplazamiento es una repuesta al miedo, exploro las continuidades y variaciones que a lo largo del proceso de desplazamiento tiene esta relación; y, en cuarto y último lugar, planteo algunas derivaciones de esta relación en términos de la refl exión sobre la ciudadanía y la democracia. THE FEAR: A TRAVERSE AXIS OF THE EXODUS AND THE FIGHT FOR THE CITIZENSHIP This article is focused on a peculiar colombian forced migration: the internal displacement, and on the discussion about the fear, which is a core mediation in the experience of displacement and in the possibilities of re-insertion and re-establishment of this persons. First, and for to establish some comparisons with another forms of migration in Latin America, I stop in the several ways of forced exodus that conform what have been named as “Internal Forced Displacement”; second, I analyze the weigh that have the construction and the deliberated use of fears, under the hypothesis that forced displacement is a war strategy; third, I explore the continuities and variations that have the relationship between fear and forced displacement; and four, I outline some derivations of this relation in the fi eld of citizenship and democracy.
