Abstract
Depuis la fin des années soixante-dix, le problème de la lutte contre la pauvreté refleurit dans le discours politique français. Plusieurs phénomènes sociaux se conjuguent pour montrer l’importance et la signification de cette actualité. Tout d’abord, les effets sociaux de la crise économique (chômage, déqualification professionnelle, blocage des revenus, mise en cause de l’État providence) s’imposent comme une donnée permanente du paysage social. Ils pèsent sur le fonctionnement des institutions sociales et questionnent leur efficacité. Puis, dans le même moment, les professionnels du social sont confrontés aux multiples figures de la pauvreté, qui réduisent les performances de leur savoir-faire et suggèrent un retour de l’assistance. Ces travailleurs sociaux tentent alors d’élaborer d’autres modes de traitement des situations de pauvreté.
