Abstract
L’auteur critique les trois postulats sur lesquels repose l’idéologie conservatrice en matière de création d’emplois et de promotion économique : les pauvres et les chômeurs ne font pas assez d’efforts pour changer leur situation; l’assistance encourage la paresse et constitue un obstacle à l’autonomie des individus; l’intervention gouvernementale produit inévitablement des effets pervers. Il rappelle que l’histoire récente des politiques sociales a montré que la pauvreté ne peut être éliminée uniquement par des programmes de transferts de revenu. La qualification des individus pour le marché du travail, les programmes de création d’emplois et le système de sécurité sociale doivent faire l’objet d’une politique intégrée. C’est à cette seule condition que pourra être atteint l’objectif de l’égalité des chances.
