Abstract
Le projet de création de régions économiques, lancé en 1917 par Étienne Clémentel, ministre du Commerce et de l’Industrie, et l’invention, en appui sur l’initiative étatique, de la région économique des Alpes françaises par des électro-techniciens grenoblois ont constitué deux tentatives pour faire en sorte que la Troisième République ne soit pas une « société bloquée ». Il s’agissait de concilier, en refusant de choisir entre le sol et l’usine, une vision du lien social héritée du monde rural et reposant sur l’idée d’un enracinement collectif du peuple français dans les terroirs, avec une politique active d’expansion industrielle visant à sauver la France du déclin. Au gouvernement et en région, d’éminents membres de l’École française de géographie humaine ont contribué à l’édification d’une représentation associant deux idées alors reçues massivement comme radicalement antithétiques.
