Dans cet article, l’auteur dresse un véritable bilan historique et critique des activités d’alphabétisation au Québec. Initiatives privées puis gouvernementales ont progressivement institutionnalisé le « problème » de l’anaphabétisme puis les interventions réductrices de ce phénomène désormais défini comme « problème ». Après avoir situé les principaux projets et programmes qui ont été développés au cours de la dernière décennie, caractérisé statistiquement la population analphabètes, identifié les diverses formes de services d’alphabétisation développés en fonction de la diversité des populations et des milieux institutionnels, l’auteur s’interroge sur la performance de ces interventions. Et il conclut que les résultats sont bien maigres sinon dérisoires. Mais alors, pourquoi s’acharner à alphabétiser ? L’efficacité de l’alphabétisation, au-delà de son échec, ne serait-elle pas à rechercher dans l’effet accru de dépendance à la langue et à son pouvoir qui réalise le plus fort consensus qu’un État puisse espérer ?
