L’éducation populaire évoque en France quantité d’activités diverses et même disparates qui ont cependant en commun de vouloir permettre au plus grand nombre, au peuple, l’accès à la culture, au savoir, à la maîtrise de son avenir. Ni totale dispersion, ni monolithisme idéologique, mais enchevêtrement historique de deux traditions, telle paraît être la perception la plus réaliste de l’histoire de l’éducation populaire. La première, « tradition républicaine » est plus orientée vers des objectifs de société et accorde la prééminence au savoir, à la production, au progrès pour libérer l’individu. La seconde, « tradition communautaire » est attachée au développement de la personne, à son autonomie, à sa liberté et soumet les processus éducatifs à ces valeurs. Chacune de ces traditions est bien sûr supportée par des institutions, des associations, des débats propres. Elles s’influencent réciproquement au point de rendre leur différenciation parfois difficile. La notion de « formation permanente », et son support législatif récent, semble reléguer actuellement l’éducation populaire à la marge du système. Mais l’histoire montre que l’éducation populaire ambitionne plus qu’une formation générale collective et c’est là une des raisons pour laquelle elle est « populaire ».
