Abstract
En France, les élus locaux intègrent-ils le développement économique local au rang de donnée politique à part entière ? C’était le cas au Moyen Âge, où la dynamique du mouvement communal se développait essentiellement sur fond de défense d’intérêts sectoriels. Mais la Révolution de 1789, en marquant l’avènement de l’État nation, a aussi signifié l’exclusion de l’économie du champ communal. Les institutions locales ont dès lors centré leur médiation sur les antagonismes socio-culturels régionaux et les clivages politiques nationaux. Après 1945, cet équilibre s’est progressivement rompu. Dans un premier temps, les élus locaux ont étouffé les velléités de dynamisation du développement économique régional au profit d’un statu quo notabilaire et conservateur. Mais aujourd’hui, sous l’effet de la crise et de la résurgence du local, des « maires managers » réhabilitent politiquement le développement local. Pour être légitimes, ils combinent de plus en plus ouvertement la représentation territoriale et la médiation sectorielle.
