Abstract
L’État tente actuellement de réorienter son action régulatrice. Les enjeux de cette réorientation concernent la subordination des interventions de politique sociale au marché, la spécialisation des interventions vers certains groupes-cibles et l’accroissement du dirigisme et du contrôle étatiques. Deux documents récents des gouvernements canadien et québécois permettent d’identifier les tendances nouvelles en matière de politiques d’assistance sociale : distinctions entre aptes et inaptes au travail, disponibles et non disponibles, actifs ou inactifs, qui permettent d’établir autant de catégories autour desquelles se raffine et se resserre le contrôle étatique, dans le cadre d’un nouveau régime à traitements variables.
