Abstract
L’idée qui ressort de la littérature sur la problématique population-développement est que le développement de l’Afrique et du Tiers monde en général est impossible sans la modernisation préalable des comportements procréateurs, c’est-à-dire sans une limitation des naissances. Il faut remarquer, cependant, que les avis sont moins tranchés en ce qui concerne les migrations. Que ce soit par les planificateurs économiques, par les décideurs politiques ou par les populations, la place et le rôle des migrations dans le processus de développement sont perçus de façon très ambiguë. Cet article examine quelques-uns des enjeux qui expliquent cette ambiguïté, et conclut que ces enjeux handicapent toute tentative d’intervention sur le phénomène migratoire.
