Abstract We analyse how human capital variation (HK) influences income growth, notably the local output of HK, the net balance of national migration of graduates and international immigration. The study of 152 Canadian agglomerations between 1981 and 2001 indicates that the consolidated variation of HK is occasionally linked with growth for similar periods but without any significant long-term influence. If local output of HK and international immigration remain associated with large cities and the characteristics of agglomeration economies, only the net balance of national migration of graduates is strongly linked with income growth. The explanatory power of spatial variables remains strong. Increasing local HK, notably by local output, thus appears to be a strategy of limited effectiveness regarding short-term economic development. Resume Nous analysons l'influence de la variation du capital humain (KH) sur la croissance des revenus, notamment l'augmentation in situ du KH, le solde net des migrations nationales et l'immigration internationale. L'etude de 152 agglomerations canadiennes entre 1981 et 2001 permet de constater le lien ponctuel entre la variation du KH consolidee et la croissance de revenu lors de periodes similaires mais sans influence significative a long terme. Si la production locale de diplomes et l'immigration internationale sont davantage associees aux grandes villes et aux caracteristiques d'economies d'agglomeration, seul te solde net de l'immigration diplomee demeure fortement lie avec la croissance. Le pouvoir d'explicatif des variables geographiques demeure egalement eleve. L'efficacite d' accroitre le KH d'une region donnee, notamment par la production locale de diplomes, pour assurer son developpement economique serait limitee, du moins a court terme. Introduction Depuis un demi-siecle, le lien entre l'accroissement du capital humain (KH) et croissance economique a ete etablit par plusieurs economistes et geographes (Lucas 1988; Romer 1986 1990; Glaeser et al 1992; Florida 2002a, 2002b, 2003). Largement repandue chez les journalistes, les responsables de developpement economique et les dirigeants politiques, cette association a eu pour consequence d'encourager l'augmentation des niveaux d'education comme outils de developpement economique, et ce autant a une echelle nationale que regionale (Malanga 2004; Malecki 2004). Un debat persiste toutefois a propos de la robustesse du lien entre variation du KH (2) et croissance economique au niveau des agglomerations, et notamment au recours a cette fin de strategies basees sur l'attraction du KH exterieur (Peck 2005; Shearmur 2007). En nous basant sur certaines theories de croissance regionale, notre article analyse l'impact de la variation du KH sur la croissance des revenus. Nous nous questionnons en particulier sur l'influence de la variation du KH sur la croissance d'une agglomeration donnee, au cours d'une meme periode et a long terme, et si les diverses composantes de cette variation presentent des caracteristiques uniformes ou si elles different plutot selon le contexte geographique ou selon les cycles economiques. Une analyse complementaire des revenus absolus viendra s'ajouter a notre demarche. Notre article debutera par un retour sur les definitions du KH suivi d'une description des theories liant KH et croissance economique. Nous etudierons ensuite l'impact de la production locale de diplomes puis des mouvements migratoires du KH selon une perspective regionale. Suivrons une explication de notre methodologie, l'identification de nos donnees et la presentation de resultats generaux. Nous produirons finalement nos analyses et livrerons nos resultats avant de conclure. Definitions du KH En usage depuis pres de cinquante ans, la signification du terme KH a evolue au fil du temps.
