L'épisode de la pêche soviétique au large des côtes atlantiques du Canada et des États-Unis (Atlantique du Nord-Ouest), est très représentatif des bouleversements qu'a connus la pêche mondiale pendant la seconde moitié du XXe siècle. Arrivée dans cette région en 1956, la flotte soviétique a profité de la liberté de la mer pour y développer une exploitation intense et de grande envergure, qui culmina en 1973 avec des captures de 1,3 Mt (30,5 % du total pêché dans la zone). Mais rapidement les Soviétiques furent confrontés à des phénomènes de surexploitation, puis à la création de ZEE (zones économiques exclusives) par les États riverains en 1976-1977. Les quelques droits d'accès qu'ils purent obtenir par la négociation n'empêchèrent pas le transfert progressif de leur flotte vers d'autres pêcheries et l'effondrement de leurs prises dans cette région à partir de 1977.
