La désinstitutionnalisation ne peut se réduire à la simple disparition d’une modalité quelconque d’intervention. C’est plutôt la disparition d’une forme instituée comme forme dominante ou quasi exclusive de gestion qui se produit. Ainsi, dans le mouvement de désinstitutionnalisation, de nouvelles formes instituées se créent. La désinstitutionnalisation repose sur certains développements théoriques critiques, tout autant qu’elle est justifiée par des motifs contradictoires, tels que l’amélioration des soins des malades et la réduction des coûts de l’institutionnalisation.
