Abstract
Il est devenu banal de discourir sur la crise de « l’État providence », qui se développerait conjointement à la crise économique. Il n’est pourtant pas évident que l’on ait aujourd’hui des alternatives crédibles au système de protection sociale et d’action sociale développé depuis trente ans et dont il paraît difficile de se passer. Les influences du retour du libéralisme sur l’action sociale sont plus impressionnantes dans leur énoncé que dans leur réalité. Toutefois, les pratiques nouvelles induites par le développement du chômage et de la pauvreté (pratiques d’insertion économique et pratiques de minimum garanti) introduisent peu à peu un infléchissement assez substantiel dans l’action sociale, ses finalités, ses méthodes, ses références. Cet infléchissement n’est-il qu’un aménagement du « Welfare » ou est-il l’amorce d’un véritable virage néo-libéral ? Cela paraît encore, pour le moment, indécidable.
