Abstract
Après avoir distingué trois types de stratégies visant à neutraliser une menace – la prévention, la dissuasion, la préemption – Brian Massumi analyse le fonctionnement et les implications de cette dernière, dans la façon dont l’administration de G.W. Bush l’a théorisée et implémentée dans sa « guerre contre le terrorisme ». À la fois épistémologie et ontologie à tendance auto-propulsive, la préemption est une logique opératoire du pouvoir qui définit notre époque politique de manière aussi insidieusement infiltrante et infiniment extensive que la logique de la « dissuasion » qui a défini l’époque de la Guerre froide. Cette analyse est de la plus grande actualité pour comprendre à quoi nous engagent les politiques menées désormais en France et en Europe au nom de la même « guerre contre le terrorisme ».
