Abstract
La référence au communautaire dans le champ médical ne signifie pas la même chose pour tous les acteurs. D’ailleurs, l’expression santé communautaire invite à plusieurs lectures. De manière étonnante, ce sont moins les mouvements d’usagers que les diverses catégories de professionnels qui en ont évoqué l’idée : la référence communautaire a essentiellement servi dans les débats internes au corps médical, soit pour renforcer, soit pour contester la médecine libérale. Retraçant la confrontation des idéologies sociales autour de questions importantes comme l’assurance-maladie, et en relation aux positions politico-philosophiques mises de l’avant par différents groupes de médecins (libéraux, communistes, personnalistes), l’auteur montre comment a été utilisée en France, de manières diverses, la référence communautaire. Il semble que, jusqu’à maintenant, celle-ci ait été principalement accaparée par des professionnels désireux d’élargir leur champ d’intervention et par des gestionnaires ayant pour mandat de limiter les dépenses publiques.
