La crise des systèmes de protection sociale dans les pays occidentaux est habituellement appréhendée en fonction de critères économiques, sociaux et politiques. Une autre donnée mérite d’être prise en compte pour une analyse plus complète, à savoir la place de ces systèmes de protection dans le traitement de la peur, de l’inquiétude. Un tel traitement est non seulement une constante des sociétés mais aussi, comme le notait Talleyrand, la source de toute légitimité. Dans cette perspective, l’auteur considère que la mise en place du Welfare State correspond à la définition d’une nouvelle citoyenneté en même temps qu’elle confirme un choix d’organisation pour la société. Après avoir rappelé ce qui caractérise la forme du Welfare State sur les plans idéologique et symbolique, l’analyse porte sur sa crise, définie en termes de perte d’efficacité ou de déficit symbolique. Cela conduit l’auteur à examiner les signes de l’émergence d’un dispositif de remplacement.
