Abstract
Le régime d’accumulation de la Chine des réformes tire ses principales spécificités dans la rencontre de la trajectoire de développement involutive de longue durée de la Chine avec le processus d’accumulation transnational caractéristique du capitalisme des trente dernières années. L’héritage historique involutif avait créé un vaste bassin de travailleurs excédentaires, mais les réformes depuis 1978 ont permis de dégager ce surplus de main-d’œuvre encastré dans les institutions collectivistes, puis de les mobiliser dans les zones économiques spéciales orientées vers l’exportation, donnant ainsi naissance au phénomène des travailleurs migrants. Alors que les rapports sociaux de propriété ont pris une allure capitaliste dans les zones urbaines et industrialisées, ils sont restés fortement influencés par l’héritage institutionnel du collectivisme en milieu rural. Les interactions entre ces deux régimes de propriété ont été au fondement de la croissance de la Chine depuis 1978, en fournissant au capitalisme transnational une main-d’œuvre abondante à des salaires inférieurs à son coût de reproduction, mais l’expropriation en cours de la paysannerie vient menacer le précaire équilibre sur lequel le régime de croissance chinois était fondé.
