Abstract
The social dimensions of citizenship regimes are now being redesigned. Policy communities prescribe a shift from supposedly passive spending on social protection to policies that will generate an “active society” and an “active citizenship”. This is not, however, a story of neo-liberalism triumphant. The story is more complicated. Currently, a number of countries are stepping away from the cuts and constraints of neo-liberalism towards a “social investment perspective”, one that is intended to counter “new social risks”. This article examines the consequences of such changes for gender relations in Canada.
